Deputy Secretary of Health and Human Resources

Pam Kestner was appointed by Governor Terence R. McAuliffe as Deputy Secretary of Health and Human Resources. Her work focuses on children, family and poverty issues with a specific focus on addressing homelessness in Virginia. 

Prior to her appointment as homeless outcomes coordinator in July 2012, Pam served as President and CEO of the Council of Community Services in Roanoke, VA, which is a private nonprofit human service planning agency, where she worked for over 26 years. Before working with the council, she worked as a juvenile probation officer in Lebanon, Virginia.

Pam serves on the board of directors for the Virginia Alliance of Information and Referral Systems. 

Pam has a BA degree in Sociology from Emory & Henry College and a MSW from Virginia Commonwealth University.
